Community councils

If there were a transition between Tenants Associations and Residents Associations and Groups to Community  Councils would there have been any need to demolish St. Teresa's Gardens or Fatima Mansions. Those flat complexes could have been saved from demolition and been utilised as military barracks for a Doomsday scenario.

These buildings may well have been built with national defence in the background in the 1950's.

What I envisaged for the STG Tenants Association's submission to Dublin Corporation on cyclical maintenance in January 1990 was the "controlling support" of tenants.

The idea of Sinn Fein for community  councils in Eire Nua became a revolutionary canard in the hands of Republican Sinn Fein. However,it has wider resonance for all societies where the Gemeinderat/Kuhne, commun, the commons, cine or clan is celebrated since that is democracy in action. (Or,as the English would have it,the Parish Council).

My plan would enhance local democracy with only one employee,a clerk, and very few executive functions. All residential complexes should have a community council, particularly where the houses or flats are owned by local government. For the community council as employer, read a Tenants Association and its Board of Trustees in which central government and executive officer would play a role.
